The Financial Services Authority (Otoritas Jasa Keuangan or “OJK”) has issued OJK Regulation No. 11 of 2026 on Periodic Reports of Guarantee Institutions (“OJK Regulation 11/2026”). The regulation introduces specific requirements concerning the preparation, submission, correction, and publication of periodic reports by guarantee institutions, as well as administrative sanctions for certain reporting violations.

The new framework is relevant for guarantee institutions in reviewing their reporting procedures, particularly with respect to reporting deadlines, accuracy of submitted information, correction of reporting errors, and potential administrative sanctions.

1. Monthly and Annual Reporting

Guarantee institutions are required to prepare and submit periodic reports completely, accurately, and on time, with the board of directors responsible for the preparation and presentation of such reports.

Monthly reports must be submitted electronically through the OJK reporting system no later than the 10th day of the following month. Annual reporting includes audited annual financial statements and a publication report. The publication report must be disclosed to the public no later than 30 April of the following year, through at least one widely circulated daily newspaper in Indonesia within the institution’s operating area and through the institution’s website.

OJK Regulation 11/2026 also identifies other reports that may be required, including reports relating to business plans, soundness self-assessments, good corporate governance, sustainability, anti-fraud implementation, and other matters as required by OJK. The applicable deadlines follow the relevant regulations.

2. Correction of Inaccurate Monthly Reports

Where OJK identifies inaccurate information in a monthly report through its supervision, the guarantee institution is required to submit a correction based on the supervisory findings.

The correction must be submitted within 10 working days from the relevant written notification or closing meeting concerning the supervisory findings, as applicable. The regulation further provides that sanctions for reporting errors apply to the relevant reporting period corresponding to the supervisory position concerned.

The payment of an administrative fine does not remove the obligation to submit the required report or correction.

3. Administrative Sanctions

OJK Regulation 11/2026 provides for administrative sanctions for certain reporting violations, including written warnings and/or a reduction of the institution’s soundness level.

Late submission of monthly reports and annual financial statements is subject to an additional fine of IDR 500,000 per day. If the relevant report remains outstanding for 30 days after the applicable deadline, the report is deemed not to have been submitted and an additional fine of IDR 30 million applies.

Where inaccurate information in a monthly report is identified through OJK supervision, an additional fine of IDR 2 million per monthly report may apply.

4. Transitional Provisions

The IDR 2 million fine for inaccurate monthly reporting information under OJK Regulation 11/2026 applies beginning with the January 2028 reporting period.

OJK Regulation 11/2026 also provides that administrative sanctions imposed before the regulation became effective remain valid. Where an institution remains non-compliant following a previously imposed sanction, additional sanctions under the new regulation may apply in accordance with the applicable provisions.

Conclusion

OJK Regulation 11/2026 establishes more specific requirements for periodic reporting by guarantee institutions, particularly regarding the completeness and accuracy of reports, reporting deadlines, correction procedures, and administrative sanctions.

Guarantee institutions should review their existing reporting processes and internal controls to ensure that monthly and annual reports are submitted accurately and within the applicable deadlines. Particular attention should be given to the correction mechanism and the sanctions applicable to late or inaccurate reporting.
